How the plan is calculated

Budget = target sales x target ACOS. Orders = target sales / average order value. Clicks = orders / conversion rate, and impressions = clicks / CTR. The CPC ceiling comes from the same budget divided by the clicks it needs, which is the same as target ACOS x average order value x conversion rate — if your current CPC is above it, the budget cannot buy the sales you asked for.
